A 25-year-old University of Delaware student, Luqmaan Khan, has been charged in federal court after authorities uncovered what they describe as the early stages of a violent plot targeting a campus police officer. Khan, a Wilmington resident and American citizen who immigrated from Pakistan as a child, is accused of illegally possessing a machine gun and expressing a desire to “die a martyr,” according to investigators cited by the Associated Press.
LuqmaanKhan was arrested on November 24 during a late-night patrol at Canby Park West in Wilmington. New Castle County police officers noticed his white Toyota Tacoma parked inside the closed park shortly before midnight. Officers said Khan appeared extremely nervous and uncooperative, prompting them to detain him and search the vehicle.

Notebook With Violent Plans Raises Alarm
Inside the vehicle, officers found a Glock .357 handgun, a machine gun conversion switch, body armour, a firearm brace kit, and a notebook that quickly became central to the investigation.
The notebook allegedly contained chilling details, plans to “kill all”, a hand-drawn map titled “UD Police Force”, and steps to evade detection. It specifically mentioned targeting a University of Delaware campus police officer.
Khan had also written extensively about martyrdom, which he described to FBI agents as “a goal” and “one of the greatest things you can do,” according to the complaint.

Search Of Home Uncovers More Firearms
A subsequent FBI search of Khan’s residence uncovered additional weapons, including a scoped rifle, hollow-point ammunition, and another handgun modified with an illegal machine-gun “switch.”
Investigators are now working to determine whether Khan acted alone and whether a concrete attack plan existed beyond the writings in his notebook. Khan has remained in federal custody since his arrest and currently faces charges of possessing a machine gun and possessing an unregistered firearm.
If convicted, the 25-year-old could face up to 10 years in federal prison, with authorities suggesting that further charges may be filed as the investigation unfolds.
University Responds, Campus On Alert
In a statement, University of Delaware Interim President Laura Carlson confirmed that Khan has been “separated from the university” and is banned from all campus locations pending the legal process.
Officials stressed that there is no evidence of any ongoing threat to students or staff but said the investigation remains active as federal agents review Khan’s communications, motives, and movements.
