New Delhi has been placed under an unprecedented multi-layered security blanket ahead of Russian President Vladimir Putin’s two-day state visit for the India–Russia Annual Summit on December 4-5, 2025. Multiple security agencies have been placed on high alert as both nations coordinate extensive measures to safeguard one of the world’s most heavily protected leaders.

According to official sources cited by PTI, authorities have finalised a comprehensive security plan covering Putin’s movement, stay, and official engagements across the capital. However, key details, including the exact location of his accommodation, have been withheld for security reasons. The Russian delegation is expected to stay at ITC Maurya, which has historically served as the preferred hotel for high-risk foreign dignitaries.

Capital Under Tight Security Web

The city has effectively transformed into a fortress, with security personnel deployed round the clock. Barricades have been placed at major intersections, high-security zones have been cordoned off, and all routes leading to summit venues have been sanitised.

Regular patrols, anti-sabotage sweeps, and vehicle checks are underway, especially around Hyderabad House, where delegation-level talks will take place. Delhi Police has implemented traffic diversions and travel advisories, anticipating significant disruptions along VIP routes.

Senior officers are monitoring operations from a centralised control room, coordinating real-time updates on the Russian president’s movement. “Every minute of his travel, from arrival to departure, is being monitored by multiple agencies simultaneously,” a police official told PTI.

AI Surveillance, Armoured Convoy And Snipers

The authorities have stepped up monitoring capacity by installing AI-driven surveillance cameras, facial recognition systems, and drone counter-measures in key areas. Quick-reaction teams and anti-terror units have been stationed at sensitive points.

Snipers from the Indian security forces have taken up positions on rooftops near summit venues. The third layer of security is provided by the NSG and SPG forces, which normally guard the Indian Prime Minister, for tactical support and rapid-response capability.

Russian Security Assumes Control Of Inner Ring

The first two layers of security involve Russian personnel themselves. Dozens of officers from the Federal Protective Service, or FSO, Putin's elite security outfit, have already arrived to conduct advance inspections of hotels, routes, and venues.

The Russian commander-in-chief will ride in his bulletproof state limousine, the Aurus Senat, that has been flown in from Moscow to Delhi. The car and its motorcade will move within a sealed, heavily guarded security bubble. 

Officials say more than 50 Russian security and protocol officials will join Indian agencies in the coming days to finalise the detailed arrangements. “All locations mapped for movement are being secured well in advance. Nothing is being left to chance,” senior officials told PTI.
