Russia-India Civil Nuclear Deal: Ahead of President Vladimir Putin's visit to India, the Russian cabinet cleared the signing of a memorandum of understanding (MoU) to deepen bilateral cooperation with New Delhi in civil nuclear energy. The MoU will be signed during Putin's visit to the country on December 4-5 for the 23rd India-Russia Annual Summit.
According to the media reports, Russia's Rosatom Nuclear Corporation has been authorised to sign the MoU with the relevant Indian authorities on behalf of the Putin government. Rosatom Nuclear Corporation is known for building several reactors at the Kudankulam Nuclear Power Plant in Tamil Nadu.
Kremlin spokesperson Dmitry Peskov, while interacting with the Indian media on Tuesday, said Rosatom CEO Alexei Ligachev will be carrying a whole portfolio of proposals, including for cooperation in building small modular reactors, to be tabled at the summit talks in New Delhi.

Earlier reports suggest that Rosatom has expressed readiness to localise advanced Russian-designed reactors in India.

Meanwhile, Peskov, while speaking on Russia-India oil trade, said, "We're looking forward to possibilities despite everything to ensure our right to sell oil and to ensure the right of those who want to purchase oil to ensure the right to buy our oil. We are working on creating a necessary environment for ensuring these rights." He further lauded India for maintaining what he described as a “very friendly stand” towards Moscow.
Despite US sanctions, Russia is trying to ensure the volume of oil trade does not fall, said Peskov, adding that Moscow is fully aware of India's concerns and "the problem" of trade deficit. He asserted that India and Russia have to secure bilateral trade from external pressure.
