Delhi EV Policy 2.0: The Delhi Government is preparing to roll out its Electric Vehicle (EV) Policy 2.0 next month, aiming to accelerate the shift to electric vehicles and reduce pollution. This updated policy sets clear deadlines for phasing out petrol, diesel, and CNG vehicles while offering incentives to encourage EV adoption.
Key Changes Under Delhi's EV Policy 2.0
The new policy outlines a phased ban on internal combustion engine (ICE) vehicles, particularly focusing on two- and three-wheelers:
1. No More ICE Three-Wheelers: Registrations will be banned from August 2025.
2. Phasing Out ICE Two-Wheelers: Registrations will stop from August 2026.
3. CNG Auto-Rickshaw Permits: Renewals will be discontinued after August 2025 and replaced with electric auto permits.
How Will the Policy Work?
To make electric vehicles more affordable, the government plans to offer purchase incentives for electric two-wheelers, three-wheelers, and commercial EVs like electric trucks. These incentives will be funded through:
- Green Taxes
- Pollution Charges
- Aggregator Licence Fees
What About Cars and Public Transport?
While there is no ban on petrol and diesel cars, the policy requires that one in three cars sold in Delhi must be electric. The city’s electric bus fleet is also set to grow, with a target of 3,000 electric buses by the end of 2025, enhancing eco-friendly public transport options.

EV Charging Infrastructure
Delhi plans to establish 13,200 EV charging stations across the city. This is a revision of the 2020 target of 45,000 charge points, of which only 10 percent have been installed so far.
To accelerate progress, the government will offer subsidies for private and semi-public charging stations and develop fast-charging corridors to support the growing EV demand.
Ambitious Electrification Targets
The updated policy sets bold targets to drive widespread EV adoption:
- 95% of new vehicle registrations to be electric by 2027.
- 98% EV adoption across Delhi by 2030.
- 100% electrification of utility vehicles used by the Municipal Corporation of Delhi and Delhi Jal Board by 2027.
However, the previous EV policy fell short of its goals—only achieving 13-14% EV adoption by 2024 instead of the targeted 25%.
For EV Policy 2.0 to succeed, stronger enforcement, better incentives, and penalties for non-compliance will be crucial. With rising vehicle costs, automakers must also innovate and deliver affordable EV solutions to meet the policy’s ambitious targets.
