Vintage Cars and Bikes: The Uttar Pradesh government has officially begun registrations of vehicles more than 50 years old under a special 'Vintage' category, according to a PTI report. This move is in alignment with MoRTH's (Ministry of Road Transport and Highways) 2021 notification, wherein new rules for the registration process of Vintage Motor Vehicles were formalised. Per Nitin Gadkari, the new rules are aimed at preserving and promoting the heritage of vintage vehicles, as well as providing hassle-free processing while registering new vehicles and retaining old numbers for already-registered vehicles.
UP Vintage Vehicle Registration Eligibility
Under the Central Motor Vehicle Rules, vintage vehicles are two-wheelers (L1/L2) and four-wheelers (M1) older than 50 years from the date of first registration. These vehicles must also qualify to remain in their original state without any significant revisions to their chassis, bodyshell, and engine. The new rules do not apply to tractors and other agro-based vehicles, though.

UP Vintage Vehicle Registration Process
However, age alone doesn't make a vehicle 'Vintage'. The vintage vehicle owners are required to submit their applications to their local RTOs (Regional Transport Office) or ARTOs (Assistant Regional Transport Office), where motor vehicle inspectors will verify the vehicle’s originality and keep photographic records. Following this, they will have to process the applications within a 60-day timeframe while keeping the pending ones as a priority.
UP Vintage Vehicle Registration Cost
The registration fee for a new vintage Registration Certificate (RC) is Rs 20,000, while renewals cost Rs 5,000. Note that a vintage RC shall be valid for 10 years, but requires renewal every 5 years. Also note that the vintage vehicles are not meant for daily commutes or commercial uses; they can only be kept for preservation and exhibition purposes. Instead of high-security registration plates (HSRP), the vintage vehicles will have a unique number plate in a 'UP VA YY xxxx' format.

According to Brajesh Narain Singh, the registrations of such vehicles will be processed under the provisions of the Central Motor Vehicle Rules, 1989. However, a detailed Standard Operating Procedure (SOP) is under consideration by the State government. It will be implemented once approved.
