In a swift legislative session on Tuesday, the Bihar Legislative Assembly passed six key bills within just 30 minutes by voice vote, amid loud protests and uproar by the opposition. The bills were passed without any debate.

Revenue and Land Reforms Minister Sanjay Saraogi introduced the Bihar Special Survey and Settlement (Amendment) Bill, 2025, enabling special land surveys in urban areas, similar to rural ones. This will lead to the creation of new rights records (khatian) and land maps (naksha) for various types of land, including Raiti land. Provisions have been made for objections and appeals regarding the land records, to be handled by Land Reforms Deputy Collectors and Sub-Divisional Officers.

Saraogi also introduced two other key bills — the Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) (Amendment) Bill, 2025 and its related amendment — aimed at regulating compensation for converting agricultural land for non-agricultural use. The Sub-Divisional Officer (SDO) will now be empowered to fix the compensation amount. The Additional Collector will act as the Appellate Authority, and the Collector will be the Revision Authority.

The Bihar Underground Pipeline (Acquisition of User Rights in Land) Amendment Bill, 2025, was also passed, paving the way for laying water pipelines underground.

Law Minister Mangal Pandey tabled the Bihar Hindu Religious Trust (Amendment) Bill, 2025, which provides legal validity to an ordinance issued on May 21, 2025. The bill establishes a new trust committee for the development and management of Punauradham, the birthplace of Sita in Sitamarhi.

Deputy Chief Minister Samrat Choudhary introduced the Bihar Goods and Services Tax (Amendment) Bill, 2025, which was passed without discussion.

The Bihar Municipality (Amendment) Bill, 2025, introduced by Urban Development and Housing Minister Jeevesh Mishra, allows outsiders to attend municipal meetings. It also mandates that minutes of each meeting be published within 15 days by the Chief Councillor or presiding Councillor in a prescribed format.
