With the Bihar Assembly elections approaching, the Special Intensive Revision (SIR) campaign of the voter list has picked up pace across the state. According to the Chief Electoral Officer's (CEO) office, more than one crore counting forms have already been distributed door-to-door as part of the drive.
To ensure smooth execution, Chief Secretary Amrit Lal Meena has directed all District Magistrates to prioritise the campaign. In a recent letter, he has also imposed a ban on the transfer of personnel involved in SIR activities, including Booth Level Officers (BLOs), supervisors, and associated staff such as teachers, Vikas Mitras, Anganwadi Sevikas, Panchayat Secretaries, and Tola Sevaks. Departments have been asked to make alternative arrangements for the routine duties of these employees during the campaign.

The Election Commission is leveraging technology to boost voter participation and accuracy. Out of the 7.89 crore registered voters in Bihar, mobile numbers of 5.74 crore voters are already on record. SMS alerts are being sent to these numbers to guide voters in verifying or updating their information. Voters can also submit their details online via the portal [https://voters.eci.gov.in](https://voters.eci.gov.in).
The campaign is backed by a network of 77,895 BLOs, with an additional 20,603 being appointed for new polling stations. So far, 1,54,977 booth-level agents (BLAs) have been deployed, and over one lakh volunteers are participating to assist elderly, disabled, and underprivileged voters.
According to the Election Commission, this revision is being conducted under Article 326 of the Constitution, which grants voting rights to Indian citizens aged 18 and above who are ordinarily residents of a constituency.
Key Timelines of the Special Intensive Revision (SIR):
-Door-to-door survey: 25 June – 26 July 2025
-Publication of draft voter list: 1 August 2025
-Claims and objections period: 1 August – 1 September 2025
-Final voter list publication: 30 September 2025
Chief Electoral Officer Vinod Singh Gunjiyal urged all eligible citizens to take part in this democratic exercise. “Every voter is appealed to play an active role in strengthening the democratic process. Fill your counting form on time, ensure verification through online or offline medium, and become part of this historic revision process,” Gunjiyal said.
