The monsoon session of the Bihar Legislative Assembly is set to commence today, marking the final or farewell session of the current House. Far from a traditional farewell, the session is expected to be politically charged, with both the ruling NDA and the opposition Grand Alliance aiming to use the platform to sway public opinion ahead of the upcoming Assembly elections.

Key issues likely to dominate the five-day session include rising crime and the ongoing intensive revision of the voter list, both of which the opposition plans to take to the poll battleground. The Grand Alliance has been highlighting a spate of murder cases and alleging a breakdown in law and order, countering the NDA’s narrative of “good governance.”

It is also raising concerns that the voter list revision process is being misused to deliberately remove names of voters from communities traditionally aligned with the opposition. The matter is currently pending before the Supreme Court, with a verdict expected only after the session ends on July 25.

The ruling NDA, meanwhile, is expected to counter these claims by citing statistics and asserting that action is being taken against every criminal, regardless of affiliation. It argues that certain crimes, such as gang rivalries, business-related disputes, and internal betrayals, are difficult to prevent entirely.

The government is also expected to highlight several key achievements during the session, including 35 per cent reservation for women in government jobs, increased social security pension benefits for over 1.11 crore beneficiaries, and the decision to provide 125 units of free electricity per household.

Today's proceedings will include oath-taking or affirmations, presentation of ordinances promulgated during the inter-session period, tabling of the first supplementary budget for the 2025–26 fiscal year, and a condolence motion.
