In a significant shift regarding the allocation of ministries in the Bihar government, Chief Minister Nitish Kumar has relinquished the Home Ministry for the first time. The responsibility for the Home Department has been assigned to Deputy Chief Minister and BJP leader Samrat Chaudhary.

Major Shift In Power Dynamics

With this allocation, Samrat Chaudhary now holds jurisdiction over the state's law and order machinery and the police force.

Historic Move: This marks the first instance in two decades that Nitish Kumar’s Janata Dal (United) has handed over this department considered the most powerful in the state cabinet to a coalition partner.

Rising Stature: The move significantly elevates Samrat Chaudhary’s stature within the government hierarchy.

CM Retains Grip On Bureaucracy

While the Home Department has been transferred to the BJP, the party does not possess absolute control over the state's administration and police leadership. Chief Minister Nitish Kumar has retained the General Administration Department, which functions as the nerve center of administrative control.

Control over Transfers: The General Administration Department manages the transfer, appointment, promotion, and disciplinary actions for officers ranging from the Indian Administrative Service (IAS) and Indian Police Service (IPS) to the Bihar Administrative Service (BAS) and Bihar Police Service (BPS).

Implication: Consequently, despite the Home Ministry change, the critical power to transfer and post IAS and IPS officers remains with Chief Minister Nitish Kumar.
