The Bihar government has earned over Rs 428 crore in revenue from the auction of vehicles and fines imposed under the state’s liquor prohibition law since its implementation in 2016. Sharing the data at a press conference held at the Bihar Police Headquarters on Tuesday, Additional Director General (ADG) of the Prohibition Unit Amit Kumar Jain informed that more than 96,000 vehicles have been seized for violating prohibition laws in the last nine years.
Of these, 75,989 vehicles were auctioned, bringing in Rs 342.85 crore, while Rs 85.65 crore was collected in fines for the release of 20,071 vehicles.
As of June 2025 alone, 7,781 vehicles have been seized, including 153 heavy vehicles and 7,623 other vehicles.
ADG Jain said that liquor is being smuggled into Bihar primarily from Uttar Pradesh, Punjab, Chandigarh, Haryana, West Bengal, Jharkhand, Rajasthan, and Arunachal Pradesh. Letters have been sent to the respective states’ DGPs and Excise Commissioners to take appropriate action.
Ahead of the upcoming assembly elections, the state is preparing to set up 390 checkposts across 23 border districts. Additionally, 161 locations have been identified for new checkposts in border areas adjoining neighboring states.
Till June 2025, police have arrested 63,442 individuals under the prohibition law. Among them, 38,741 were consumers and 24,701 were involved in the supply or distribution of liquor.
Since the start of the prohibition, a total of 13,921 liquor smugglers from outside Bihar have been apprehended. The police have identified 305 repeat offenders from other states and have shared their details with respective state governments.
The names of 8,546 individuals have been included in the Goonda Register, and 1,344 people have been booked under the Crime Control Act (CCA).
Authorities have also identified 240 individuals who acquired assets through illegal liquor trade, and proposals to confiscate the properties of 76 such individuals have been submitted to the court.
Between April 2016 and July 3, 2025, a total of 5,36,921 cases have been registered under the liquor prohibition law. As many as 6,40,379 people have been convicted under various sections of the law.
The convictions include:
-9 individuals sentenced to death
-18 sentenced to life imprisonment
-222 sentenced to over 10 years in prison
-935 sentenced to 2–10 years
-621 sentenced to less than two years
The ADG emphasised that strict enforcement will continue in light of the upcoming elections and efforts are underway to further tighten monitoring mechanisms at the borders and within the state.
