In a meeting held on Thursday under the ongoing Special Intensive Revision of the Voter List 2025 in Bihar, senior officials including the CEO, Commissioner, and District Magistrate convened with the Election Commission of India (ECI) team to review preparations. During the session, the ECI introduced a newly launched mobile application, ‘ECInet’, aimed at enhancing voter accessibility and services.
A key highlight of the app is the “Book a Call with BLO” feature, which enables voters to directly contact their Booth Level Officers (BLOs) for matters such as name inclusion, corrections, or lodging complaints. The Commission has instructed all district-level officers to promote the app extensively and encourage citizens to download and utilise its services.

To support timely and accurate completion of the revision process, the District Election Officers (DEOs) have been authorised to engage volunteers. These volunteers will assist BLOs by conducting door-to-door distribution and collection of voter forms. The ECI clarified that while certain documents are listed for submission with the voter form, other valid identity proofs may also be accepted at the discretion of the Electoral Registration Officer (ERO).
The Commission emphasised that the voter list revision must be simple, transparent, and inclusive, aiming to ensure every eligible citizen is registered. Notably, Bihar has become the first state in the country to initiate the Special Intensive Revision 2025, with the last such revision conducted in 2003.
The revised process allows eligible Indian citizens aged 18 years and above to register through both online (via voters.eci.gov.in) and offline modes. BLOs will not only distribute forms but also issue receipts for submissions.
To improve accessibility and participation, the Commission has reorganised polling booths, with a focus on socially deprived groups. Measures include maintaining an average of 1,200 voters per booth and ensuring that no voter needs to travel more than 2 kilometers to cast their vote.

A detailed PowerPoint presentation on the revision process was delivered by Deputy Election Commissioner Sanjay Kumar. Other senior ECI officials present included Deputy Election Commissioner Bhanu Prakash Yeturu, Advisor N.N. Butolia, Secretary Pawan Diwan, Director Vidyarani Konthoujam, and Manoj C.
The initiative marks a significant step toward ensuring inclusive and tech-enabled electoral participation in Bihar ahead of the 2025 elections.
