In a major step to ease the process of voter verification, the Election Commission of India (ECI) on Monday uploaded the 2003 Special Intensive Revision (SIR) voter list on its official website —https://voters.eci.gov.in. This move is expected to benefit over 4.96 crore voters in Bihar, who will no longer be required to submit additional documents if their parents’ names appear in the 2003 voter list.
According to the Commission’s instructions dated June 24, 2025, the Chief Electoral Officer (CEO), District Electoral Officer (DEO), and Electoral Registration Officer (ERO) have been directed to ensure that the 2003 SIR-based voter list is made available in both physical (hard copy) format to all Booth Level Officers (BLOs) and digitally on the Commission’s website, enabling citizens to download and use it as valid documentary proof during the ongoing Special Intensive Revision campaign.

This provision clarifies that if a voter’s father’s name is listed in the 2003 SIR, no additional certificate will be required for verification of the son or daughter. The District Magistrates (DMs) have been instructed to extract data from the uploaded records and distribute it to the concerned BLOs.
Officials said this initiative is likely to streamline the voter verification process, as approximately 60 per cent of Bihar’s voters now only need to cross-check their details in the 2003 list, fill out the enumeration form, and submit it, without needing to attach extra documentation.

This development is expected to significantly reduce paperwork and speed up the verification process, offering greater ease to both voters and election officials during the revision drive.
