Bihar Land Mutation Update: The Bihar government on Thursday stated that the residents will no longer be allowed to reapply for approval of the land mutation application at the circle level once the application is rejected. The officials stated that the revenue employee will examine the account—khesra, kavala, buyer, etc.—ahead of recommending the circle officer reject the application. The circle officer will reject these applications, further advising the applicant to go to the DCLR court. Earlier last month, the government had stated that several changes will be announced in the upcoming months to reduce the corruption.

Revenue and Land Reforms Department Secretary Jai Singh on Wednesday issued a letter to all divisional commissioners and collectors. Apart from this, the collectors have been asked to execute the applications for mutation.

Singh, in his letter, emphasized that the department has already made a provision that once a decision is taken on an application by the Zonal Officer or any other Revenue Court, no decision will be taken again by the same officer or court. He further stated that the further hearing will be held only by the higher officer or the High Court.

The department had earlier stated that a large number of rejected applications for mutation were wrongly approved by the circle officer level. In multiple inspections, the department found out about these approvals from the zonal officers.

The secretary said that a large number of applications for mutation have been rejected by the circle level. It came to light during the review that since the application is rejected, a fresh application is given for mutation of the land of the same account and khesra. However, the application can later only be approved by the High Court or senior officials.
