The Bihar government has adopted a strict stance regarding the increasing cases of private vehicles being used for commercial purposes. Shravan Kumar, the Minister for Rural Development and Transport, has expressed serious concern over the matter and issued clear instructions for strict legal action to be taken against agencies, vehicle owners, and other parties involved in the commercial use of private vehicles.
The minister stated that such activities not only violate regulations but also cause a substantial loss of revenue for the state government. During a review meeting with transport department officials in Chhapra district on Saturday, the minister was informed that private vehicles are being openly used for commercial purposes in many districts of the state.

Specifically, private cars are being used in place of designated commercial vehicles for the mining department, tourism department, private hotels, travel agencies, and other organisations. Several agencies are providing private vehicles for hire, despite not possessing the required permits or fitness certificates.

The Transport Minister expressed his dissatisfaction with the situation, stating that compliance with the rules for operating commercial vehicles is mandatory. He explained that, as per regulations, commercial vehicles less than 8 years old are required to obtain a fitness certificate every two years, while it is compulsory for vehicles older than 8 years to get one annually.
Furthermore, a valid permit is essential for stage carriages, contract carriages, goods vehicles, and vehicles operated for tourism purposes. The minister stated that the government earns revenue through these fitness certificates and permits. However, by using private vehicles for commercial purposes, not only is the law being flouted, but it is also causing a direct loss to the government's revenue.
Kumar described this as a serious issue and directed transport officials in all districts to launch an immediate investigation drive and ensure action is taken against the offenders under the appropriate legal provisions. The Transport Minister also made it clear that if private vehicles are found to be used in contravention of the rules, even within government departments, the officials responsible will be held accountable. He stated that the rules are the same for everyone and no exemptions will be granted.
At the meeting, the minister directed the transport department to carry out a strict enforcement drive, conduct thorough checks of documents, and identify and take action against illegally operating vehicles. This step by the government clearly indicates that the 'commercial game' involving private cars will now be strictly reined in, and swift action will be taken against those who violate the regulations.
