A major change is set to take place in the land registry system in Bihar. Now, before the registration of land, its physical verification will be carried out using Geographic Information System (GIS) technology. As per the secretary's instructions, land to be registered will now be verified using GIS technology. The objective is to prevent revenue loss and make the land registration process transparent.

Revenue Targets And Departmental Action

Amid a potential increase in the Minimum Value Register (MVR), or government rates, in the state, the Prohibition, Excise and Registration Department has taken a strict stance on revenue collection. According to government data, only Rs 5,662.51 crore has been collected so far against a revenue target of Rs 9,130 crore in the state. The department believes that the government is suffering significant revenue loss because the actual condition, area and any structures on the land are not being accurately reported.

Mandatory Site Inspections And Officer Responsibilities

The department's secretary, Ajay Yadav, has issued a letter to all Sub-Registrars and District Sub-Registrars, giving clear instructions that a site inspection of the land using GIS technology must be conducted before its registration. The letter issued by the secretary states that parties often do not provide accurate information about the actual condition and structures on the land during registration, which leads to revenue loss. To prevent this, a quality site inspection of the land and the use of GIS technology have now been made mandatory before registration.

The site inspection of land and any structures on it located within a municipal area will now be conducted personally by the Registration Officer. In other areas, the Office Superintendent, Head Clerk, Upper Division Clerk, and Lower Division Clerk may also be authorised to conduct inspections. The Registration Officer will personally cross-verify 10 per cent of the total inspections carried out by employees. It will be mandatory to record the entry for each site inspection in the computer system.

Registration Timeline And Awareness Initiatives

- Site inspection mandatory within three days of the application date for registration

- The registration process will be completed only after GIS verification

- Coordination with builders' associations and RERA for flat registrations

- Awareness campaigns to be run through camps by establishing mobile registration units

Disposal Of Pending Cases And Online NECs

The secretary has issued directives for the speedy disposal of pending cases related to mining lease renewals, new leases, and auction cases.

- 3,213 auction cases pending (Rs 69.43 crore)

- 838 cases under Section 47-A pending (recovery of Rs 31 crore proposed) Non-Encumbrance Certificates (NECs) and certified true copies will now be issued online from all registration offices. Copies of older documents that have not been digitised will be provided offline, but the online application reference must be cited.

Monitoring And Regular Inspections

Tirhut AIG Rakesh Kumar said that All Assistant Inspectors General (AIG) of Registration will inspect subordinate offices at least three days a week. An inspection of at least one office every Sunday will also be mandatory, and the report must be submitted to the department by the following Tuesday. Regular inspections of all registration offices will be ensured.
