The Bihar Assembly on Wednesday approved the Bihar Platform-Based Gig Workers (Registration, Social Security and Welfare) Bill, 2025, paving the way for the establishment of the Gig Workers Welfare Board. The board will be chaired by the Minister of the Labour Resources Department and will oversee the welfare and social security of gig workers across the state.

Labour Resources Minister Santosh Kumar Singh, who introduced the bill, said the number of gig workers—such as app-based delivery personnel, drivers, and other platform-based service providers—is steadily rising in Bihar, but there has been no structured welfare framework for them until now.

As per the provisions of the bill, the government will offer Rs 4 lakh compensation to families of gig workers in case of accidental death and Rs 2 lakh for natural death. The bill also mandates oversight of aggregator platforms that employ gig workers, ensuring accountability and protection of workers’ rights.

“This is a growing sector with immense employment opportunities. Our goal is to ensure that these workers receive adequate protection and welfare benefits,” the minister said.

In addition to the gig worker bill, the minister also introduced the Factory (Amendment) Bill, 2025, aimed at enhancing safety and offering greater financial stability to factory workers. The proposed changes will allow employees to take on more overtime work with better compensation, thus improving their income security.
