The Bihar government has announced that all state universities must be integrated with the "Samarth" portal by August 15, ensuring complete digitisation of university operations, from student enrollment to income-expenditure records. Education Minister Sunil Kumar, while chairing the fourth meeting of the Bihar Higher Education Council on Monday, emphasised the strict implementation of this initiative under a time-bound framework.
The Education Minister expressed dissatisfaction over the slow adoption of the portal, noting that only Purnea University has actively started operations through it. To accelerate the process, a dedicated monitoring cell will be established within the Bihar Higher Education Council to oversee progress and provide technical assistance to lagging universities.
The portal will provide transparency and real-time updates on all university activities, significantly improving administrative efficiency.
In addition to digital integration, the minister also stressed the urgency of expediting NAAC inspections of universities and affiliated colleges. A separate cell will be formed in the Council to coordinate and monitor the National Assessment and Accreditation Council (NAAC) evaluation process.
During the review of the PM-USHA (Prime Minister Uchchatar Shiksha Abhiyan) scheme, the Education Minister called for enhanced participation from universities. He directed Patna University and Lalit Narayan Mithila University to serve as models for advancing research projects and innovation.
The meeting was attended by Council Vice President Dr Kameshwar Jha, State Project Director Ajay Yadav, Education Department Advisor Baidyanath Yadav, Deputy Secretaries Ram Sagar Prasad Singh, Archana, and Vidyasagar Singh, and Vice Chancellors from various state universities.
The Minister concluded by urging universities to increase participation in the All India Higher Education Survey (AISHE) and boost Bihar’s Gross Enrollment Ratio (GER) in higher education.
