Dressing up or using mobile phones excessively during duty hours may now attract disciplinary action for police personnel in Bihar. In a recent directive, the Police Headquarters has issued strict instructions prohibiting female constables from wearing visible jewellery or make-up while in uniform. The circular also mandates full adherence to dress code and conduct guidelines for both male and female officers.

According to the order issued by Additional Director General (Law and Order) Pankaj Darad, women personnel must refrain from wearing churis, kangans, mangalsutras, nose rings, or jhumkas that are visible over their uniforms. The directive emphasises maintaining discipline, simplicity, and dignity in the police force’s appearance.

The order also addresses behaviour during duty hours, stating that excessive or unnecessary use of mobile phones, including talking on Bluetooth devices or frequent mobile checking, will now be considered serious misconduct. SPs across all districts have been instructed to deploy plainclothes officers to discreetly monitor personnel and gather photographic or video evidence of violations.

Further, the police headquarters has also directed that the display picture (DP) on government-issued WhatsApp numbers must feature the uniformed officer's photo, rather than family members or unrelated images, to avoid public confusion and ensure official identity.

“All male and female police personnel are directed to maintain the dignity of the uniform, avoid unnecessary mobile usage while on duty, and refrain from casual behaviour. SPs have been asked to identify violators and take appropriate action,” said Pankaj Darad, ADG, Law and Order.

The move comes after repeated public complaints regarding lax discipline and improper conduct by on-duty police personnel. The directive is aimed at reinstating professionalism and accountability within the force.
