In a major step to expedite criminal trials and reduce case pendency, the Bihar Police Headquarters has implemented a strict new policy: police personnel who fail to appear in court for testimony despite being summoned will now face salary suspension.
Director General of Police (DGP) Vinay Kumar said the decision has been taken to ensure timely testimonies, especially from government witnesses, whose absence often delays court proceedings. The move is aimed at speeding up trials and curbing instances of private witnesses turning hostile due to prolonged delays.

To systematise the process, a centralised database is being developed. It will include details of all government witnesses, from investigating officers and doctors to retired or transferred personnel involved in criminal cases. Summons will now be issued digitally via a newly created website, ensuring even those who have moved to other districts or retired receive their court appearance notices.
The police department will also bear the responsibility of arranging transportation and providing necessary support to ensure government witnesses appear in court.
In recent months, there has been a significant improvement in court testimony rates, with the number of private witnesses appearing for testimony in criminal trials having doubled. The new measures are expected to further enhance the efficiency of the justice delivery system in the state.
