Bihar Polls 2025: The Election Commission of India, through a press conference on Monday, announced the schedule of the Bihar assembly elections. The much-awaited assembly election of the year will take place in two phases.

The counting of one of the major assembly elections with significantly higher assembly constituencies, at 243, will take place on November 14, and the results will be announced after the counting. 

A total of 7.6 crore electors are expected to cast their votes in the Bihar assembly, with nearly 14 lakh individuals being first-time voters.

The Chief Election Commissioner, Gyanesh Kumar, addressing a press conference, made several announcements, claiming multiple new initiatives, such as an easy voting facility for voters residing outside the state, and Photo ID cards for Booth Level Officers (BLOs). - The Bihar polls 2025 will take place in two phases, with the first phase on November 6 and the second on November 11, with results to be announced on November 24. The Election Commission affirmed that the election shall be completed before November 16.

-In the first phase, the voting will take place on 121 constituencies, with the last date of nomination for the first phase being October 17. The scrutiny of the nomination will take place on October 18, while the last date for withdrawal of candidature is October 20.

-In phase two, the elections will take place in 122 constituencies, with the last date of nomination being October 20. The scrutiny of nominations for the second phase will take place on October 21, and the last date for withdrawal of nomination has been announced as October 23.

-In a major announcement, Chief Election Commissioner Gyanesh Kumar said that the purification of the voter list in Bihar took place after 22 years on September 30, 2025. "Purification of the electoral roll in Bihar to ensure no eligible voter is left out and no ineligible person is included,” the ECI added.

-Helpline For Voters Residing Outside Bihar

In a significant development in the poll process, the ECI has announced a helpline number for voters living outside Bihar. The voters can book a call with BLOs to cast their ballot. An individual will have to dial a fixed voter helpline number with the respective STD code as a prefix. The format is +91 STDcode 1950.

-Both level officers will now have Photo ID cards to enhance field-level transparency and public trust.

-Launch Of ECI Net: ‘Mother Of All’ Applications

With the announcement of poll dates, the Election Commission of India also launched an ECI Net application. Bihar will serve as a pilot state for ECI Net and will be launched pan-India later.

ECI Net is designed as a single-window digital ecosystem for all stakeholders, from Booth Level Officers (BLOs) to Chief Electoral Officers (CEOs). The system aims to merge and reorganise multiple tools currently used for voter registration, monitoring, communication, and reporting into one streamlined application.

-In one of the significant initiatives, the ECI has announced the mobile phone deposit station outside polling stations for depositing mobile phones by voters.

-Clear Voter Slip Information

Serial and part numbers will be displayed prominently voter slip for easy identification of voters.

- The ECI has also announced the availability of an observer per constituency who will oversee the polling process within the assigned constituency.
