All government schools, colleges, and universities in Bihar will be powered by solar energy. Vacant land in government schools will be developed into playgrounds and nutrition gardens. Instructions have been issued to identify and list such vacant land.
The Education Department has been directed to coordinate with relevant departments to connect all schools and colleges under the Jal-Jeevan-Hariyali program. These directives were given by Chief Secretary Amrit Lal Meena in a high-level review meeting. To implement the solar energy plan, free solar power plants will be installed on the rooftops of school, college, and university buildings.
The Energy Department will implement this scheme. The renovation of government schools will be carried out by Panchayati Raj Institutions. The leveling of vacant land in government schools will be done through MGNREGA, leading to the development of playgrounds and nutrition gardens.

The Rural Development Department will carry out this task. Renovations of government schools will be undertaken using funds from Panchayati Raj Institutions under interdepartmental schemes. Boundary walls and other civil works will also be constructed in schools.
The Public Health Engineering Department will provide water supply facilities to schools from its water supply units. The Education Department has proposed that school and college premises be used as a last resort for election-related work (excluding polling stations) to ensure smooth academic activities.
The department has also proposed that after acquisition for elections, disasters, or law and order situations, the buildings and premises of educational institutions should be returned to their original state. The Election Department, Home Department, and Disaster Management Department have emphasised the need to minimise the duration of such acquisitions.
