The National Commission for Women (NCW) Chairperson Vijaya Rahatkar on Monday took suo motu cognisance of the tragic death of a minor Dalit girl after rape. She strongly condemned the "gross negligence and systemic failures" that led to her demise in Patna, where she was kept waiting in an ambulance outside the medical college for over four hours without medical attention.

Rahatkar directed the Bihar Chief Secretary and Director General of Police (DGP) to conduct a thorough and impartial investigation into the case and ensure immediate action against those responsible. The NCW also directed them to file a detailed action-taken report within three days.

Taking to X, the women commission said, "Taking suo motu cognisance of the tragic death of a minor Dalit rape victim in Bihar's Muzaffarpur, who was kept waiting in an ambulance for over four hours without medical attention, the Chairperson, NCW, Smt. Vijaya Rahatkar, has strongly condemned the gross negligence and systemic failures involved. She has directed the Chief Secretary and DGP to ensure a thorough and impartial investigation into the case, as well as into the role of hospital authorities and police in this tragic lapse. Immediate action must be taken against those found guilty of dereliction of duty. A detailed action-taken report must be submitted to the Commission within three days".

Police to file chargesheet in 15 days

The Bihar Police, however, has said that it will file the chargesheet in the case within 15 days to ensure a speedy trial. Muzaffarpur SSP said that the police have arrested the accused, who was known to the victim.

SSP Muzaffarpur said, "This incident occurred on 27th May...The accused lived in a neighbouring village and knew them. He used to come there often. He was a fish seller. He lured the girl and raped her. Taking swift action, the Police arrested the accused."

Congress protest

The incident has triggered a political slugfest in the state with the opposition parties, including Congress and RJD, trying to corner the government over the law and order issue.

Congress on Monday held a protest in Patna, citing carelessness and negligence of the government.

Bihar govt announces ex gratia, directs swift probe

Meanwhile, the government has announced an ex gratia amount of Rs 4 lakh to the next of kin of the deceased. Bihar Minister Kedar Gupta said, "An incident of rape took place recently. The accused raped a minor girl and slit her neck. She was being treated in SKMCH. Later, for better treatment, she was sent to PMCH Patna, but she died there yesterday. Her last rites were also done." He added that he has asked the SSP to hang the accused in two months.

What did PMCH Superintendent say?

Providing details of the case, the incharge Superintendent Dr Abhijit Singh of the Patna Medical College and Hospital (PMCH) said, a 10-year-old girl who was raped and sustained brutal injuries in an assault died there.

The girl was initially treated at Muzaffarpur's Sri Krishna Medical College and Hospital on May 26 and had severe neck and internal injuries.

He said, "The girl was admitted at Sri Krishna Medical College and Hospital in Muzaffarpur on 26th May. She had neck injuries and internal injuries... After she arrived here, the doctor examined her in the ambulance. She was taken to the ICU, and doctors from all departments treated her for the entire night."

The minor girl's uncle, Virendra Paswan, has, however, alleged negligence on the part of the PMCH administration and doctors. He asserted that she was kept waiting for two hours inside the ambulance before getting admission to the hospital.

As per the report, the girl was lured with chocolate near her aunt's house in Muzaffarpur. She was raped and stabbed using a knife on May 27. Her vocal cord was damaged and she was unable to speak. On Sunday, she succumbed at PMCH.
