Bihar ADG Kundan Krishnan on Thursday made weird remarks on the rise in killings in the state, attributing the rise to rainy seasons when farmers do not have work. He said that once the rainy season ends, farmers will get busy with their work and the incidents will stop.
While talking to the media, ADG Krishnan said, "Recently, a lot of murders have happened in the whole of Bihar. Most murders happen in the months of April, May, and June. This continues until the rains come, as most farmers do not have work."
"After the rains, people in the farming community get busy and the incidents reduce... So we have formed a new cell this month. The work of that cell will be to create a database of all the former shooters, contract killers and keep an eye on them," he added.
The shocking remarks came just hours after a broad daylight killing inside a hospital made the crime horror in the state more intense. A gangster named Chandan Mishra was killed by five assailants, who entered the hospital ward where Chandan was admitted and pumped bullets into his body.

Tejashwi Yadav slams ADG
Reacting to the ADG's remarks, RJD leader Tejashwi Yadav called it illogical adding that it lowers the morale of the police. Tejashwi lashed out at the ADG and said it is not whether at fault, but the police has to improve themselves.
Reacting to ADG's statement, Bihar Deputy CM Vijay Kumar Sinha said, "Farmers are the providers of food... They do not indulge in crime... Our government will establish the rule of law. The farmers have nothing to do with crime."
Contract killer cell set up
After the murder of popular industrialist Gopal Khemka in Patna, a series of similar incidents followed, exposing an urgent need for proactive action to mend the law and order situation. In that direction, Bihar Police's Special Task Force (ASTF) has decided to set up a cell to maintain the data bank of contract killers in the state.
While talking to the media, Additional Director General (ADG) (Headquarters) Kundan Krishnan said, "A new cell has been constituted to keep a tab on contract killers. A data bank of these contract killers will be maintained to check their activities in the future".
The cell will prepare a dossier of each contract killer based on the murders and shooting incidents in the state. The dossier will have information such as physical description, photograph, name, and address, among others.
The cell will coordinate at the police station level, which would monitor such criminals after they get released from jail. ADG said that they have identified 1,290 people who have acquired proceeds of crime. ADG Krishnan said, "Police have identified 1290 persons who have acquired proceeds of crime and their assets will be seized soon".
ADG also made surprising revelations, stating that, according to the trends, most of the contract killers are youngsters who get small amounts to carry out murder.
The police have also forwarded their proposal for Fast Track Courts (FTCs) to ensure speedy trials so as to achieve timely conviction.
