Acting on the instructions of the District Magistrate, Patna, the district administration executed a significant operation against illegal sand mining and transportation early Monday morning.
The Operation
A joint raid team led by the Sub-Divisional Officer (Patna Sadar), the SDPO (Law and Order–2), the District Mining Officer, all Mining Inspectors, and the Digha Station House Officer (SHO) conducted the operation at 1:00 am.
During the raid, the team uncovered an illegally established sand market (balu mandi) operating on the roadside near the Patliputra rail complex.
Seizure: The team discovered 28 tractors loaded with sand parked at the site, preparing for sale without any valid documentation. All 28 tractors and their trolleys were seized immediately.
Fines And Legal Action
The District Magistrate announced strict penalties for the offenders:
Fines Imposed: A total fine of Rs 32 Lakh has been imposed on the respective vehicle owners.
Legal Framework: The fines were levied under the Bihar Minerals (Concession, Prevention of Illegal Mining, Transportation and Storage) Rules, 2019 (Amended 2024).
Criminal Charges: Strict action will also be initiated against those involved under the Crime Control Act (CCA), 2023.
Future Strategy And Zero-Tolerance Policy
The District Magistrate reiterated that the administration has adopted a zero-tolerance policy regarding such cases.
Broader Crackdown: The strictest action—including provisions under the CCA—will be taken not only against the sand mafia but also against land mafias, liquor mafias and any organised illegal gangs.
Technology Integration: To curb illegal activities effectively, the administration will utilise modern technologies, including drones and high-tech boats.
Surveillance: Officials have been directed to maintain a robust intelligence network to ensure prompt action on information received.
Coordination: All departmental officials have been instructed to coordinate closely and maintain strict vigilance through regular and intensive campaigns against illegal mining, transportation and storage.
