New SIM card rule from December 01: The Department of Telecom (DoT) is all set to implement new SIM card norms from December 1, 2023. Although the Union government first announced these rules in August this year, the implementation has been postponed to the above-mentioned date.
Agents need registration
Under the revised rules, the government has made verification of SIM card vendors mandatory and scrapped the provision for bulk connections. This strategic move is aimed at curbing online financial fraud.
All telecom operators are now required to register franchisees, point of sale (PoS) agents and distributors. The new rules are designed to eliminate PoS agents who engage in fraudulent activities by issuing SIM cards to anti-social or anti-national forces.
POS involved in illegal activities to face three years blacklist
As per the revised rules, POS agents have to register themselves through a written agreement with the licensee. Existing PoS agents will be given 12 months to align with the new registration process specified by the licensees. The government has made it clear that any POS involved in illegal activities will be removed and blacklisted for three years.
KYC will be mandatory
To avoid misuse of printed Aadhaar, it will be necessary to capture demographic details by scanning the QR code on the printed Aadhaar. If a mobile number is disconnected, it cannot be reassigned to a new customer for 90 days. The new regulations also make digital Know Your Customer (KYC) mandatory for all individuals.
