The Delhi High Court has directed the Delhi Metro Rail Corporation (DMRC) to completely vacate its batching plant and casting yard located on the Yamuna floodplain by March 31, 2026. The corporation has also been ordered to dispose of all machinery and equipment currently at the site.
Judicial Observation
A bench comprising Justice Prathiba M Singh and Justice Manmeet Pritam Singh Arora expressed surprise that no action had been taken despite clear instructions issued earlier on December 11.
While granting the extension, the court noted that the additional time was being allowed in view of the critical infrastructure projects related to the metro network. However, the bench made it clear that any use of this area will be completely prohibited starting April 1, 2026.
Directives For Restoration
The court issued specific instructions for the restoration of the ecological zone:
Removal of Assets: DMRC must remove all machinery, equipment and debris from the site.
Ecological Restoration: The flood plain must be restored to its original condition. This process is to be carried out in consultation with the Horticulture and Forest Department.
Compliance Report: The Delhi Development Authority (DDA) has been directed to file a compliance report regarding the vacation and restoration by April 10, 2026.
DMRC's Response
During the hearing, the counsel for the DMRC explained that the delay in removing and disposing of the machinery was caused by restrictions imposed under the Graded Response Action Plan (GRAP). The counsel assured the court that all activities would be completed by the March 31 deadline.
