The Public Works Department (PWD) has advanced its 'Adopt a Flyover' scheme, a strategy designed to involve corporate houses in infrastructure upkeep. In connection with this, the PWD recently held its first partnership meeting with the Indian Oil Corporation (IOC).
Under this initiative, private and public sector companies can adopt various flyovers. In return for taking responsibility for the structure's maintenance, beautification, and cleanliness, these companies will be permitted to display limited advertising on them.
Following the initial discussion, a second meeting between the government and IOC is reportedly due to be held soon, with the government planning to sign a Memorandum of Understanding (MOU).
Project Origin And Goals
This project stems from a high-level meeting chaired by PWD Minister Pravesh Verma in July of this year. In that meeting, it was decided to prepare major infrastructure proposals aligned with the Public-Private Partnership (PPP) framework and Corporate Social Responsibility (CSR) initiatives.
Officials confirmed that the 'Adopt a Flyover' project is based on the PPP model and is intended to ensure the cleanliness and better maintenance of road infrastructure. According to officials, a meeting has already taken place between company representatives and the PWD Minister, during which the department was instructed to finalise the plan's modalities.
Developing Spaces Beneath Flyovers
A key component of this initiative involves utilising the areas beneath the structures. The PWD has identified 94 flyovers in the national capital where public facilities can be developed.
Officials stated that the aim of this new initiative is to "transform these often encroached upon, dirty, and neglected areas into vibrant, functional zones that cater to public needs and enhance the city's aesthetics."

According to the plan, potential public facilities could include:
- A primary health clinic
- Electric vehicle (EV) charging stations
- Play areas
- Offices
- Reading rooms and libraries
