With falling temperatures, the Delhi government has launched its winter action plan to protect the homeless from the severe cold. Delhi's Urban Development Minister, Ashish Sood, has issued strict instructions to officials of the Delhi Urban Shelter Improvement Board (DUSIB) in this regard, making it clear that negligence will not be tolerated.
Shelter Capacity And Facilities
DUSIB stated that it currently operates 197 shelter homes across the city, comprising 82 in permanent buildings and 115 in porta cabins.
Expansion: From November 15-16, around 200-250 pagoda-style tents are being set up in locations with large numbers of homeless people.
Increased Capacity: This will increase the capacity of these shelters by 2,000-2,500 beds.
Timeline: These temporary shelters will be operational until March 15.
Facilities Provided: Basic facilities will include blankets, hot water, toilets, drinking water, lockers, and lighting.
Rescue And Monitoring
Rescue Teams: DUSIB will deploy 15 rescue teams every night between 10 p.m. and 4 a.m. to ensure the safety of those sleeping outdoors.
- Each team will be equipped with a vehicle, a driver, and two assistants.
- They will respond to alerts received from the DUSIB control room or from citizens.
Monitoring Committee: A joint high-level advisory committee will monitor the plan's implementation, coordination, and the smooth operation of the shelter homes. This committee includes officials from several agencies, such as the Delhi Jal Board, the Health Department, municipal bodies, and the police.

'Rain Basera' App
- The 'Rain Basera' app was re-launched on November 10.
- Any citizen can use the app to upload a picture of a homeless person in need.
- The app uses the phone's GPS location to alert rescue teams.
- It also allows users to track the status of their complaints
