JE Education Desk: K.K. Pathak, the additional chief secretary of the education department, has issued a new directive to private coaching institutions, urging them not to operate between 9 am to 4 pm on all working days, as part of an initiative to boost attendance in schools.

Pathak has requested in letters to the district judges of all 38 districts that coaching facilities not run during school hours.

The education department has noted that students in Grades 9 through 12 attend school less frequently.

In accordance with the instruction, the district administrations have until August 7 to launch campaigns to notify coaching institutions in the states and arrange meetings with coaching operators from August 8 to August 16. After that, any coaching institution that violates the standards could face punishment.

These are the three orders to the coaching institutes

- Do not conduct classes at your school during school hours i.e. between 9 am to 4 pm, they are free to conduct classes before or after this period.

- Do not keep teachers and personnel of government or non-government schools in your teaching faculty

- If any working government worker or official has been placed on the steering board, then they must inform the DM.

"We have Bihar State Coaching Institute Act, 2020 but the coaching institutions are not following its norms. If they violate the norms now, their registrations will be cancelled, Pathak said.

Coaching and hostels will be surveyed, GST license will have to be taken

The State Tax Department will conduct a survey of the coaching and hostels running in the city, the hostel or coaching whose annual income is more than Rs 20 lakh will have to take a GST license and deposit 18 per cent of the tax. There are many such big coaching and hostels, whose annual income is more than 20 lakh rupees, but the institute does not have a GST number. After surveying such institutions, the department will issue notices to them.

As per the GST rules, such institutions have to deposit 18 per cent service tax from the annual income. This amount will have to be given to the student. Now on the lines of metros, a campaign has to be started for this in the city as well. Pradeep Kumar Verma, president of the Bar Taxation Association Union in Muzaffarpur, said that the state tax authorities had issued a notice in this regard recently. Now according to the new rule, it has been made mandatory for institutions to take GST numbers. It is mandatory to follow it.
