JE Education Desk: The National Medical Commission (NMC) has issued advice directing medical institutions to rigorously follow Regulation 5.6 of the Post Graduate Medical Education Regulation (PGMER), 2023. The legislation states that, while institutions are responsible for providing appropriate residential housing to postgraduate students, students are not required to stay in these accommodations.

The medical council issued the caution again because, despite prior warnings, several colleges forced students to stay in hostels.

An official notification released by the NMC noted, "In a recent public notice dated February 8, 2024, the National Medical Commission has addressed concerns regarding hostel accommodation for post graduate medical students. The notice highlights Regulation 5.6 of the Post Graduate Medical Education Regulation (PGMER), 2023, which mandates colleges to provide suitable residential accommodation to post-graduate students. However, it emphasises that it is not obligatory for the students to reside in these hostels."

"Despite the clear directive, the NMC has received numerous complaints from postgraduate students alleging coercion by medical colleges/institutions to stay in designated hostels, accompanied by hefty charges. Such actions are deemed violations of Regulation 5.6 of the PGMER, 2023," the notice added.

According to the announcement, prior rules, such as the PGMER, 2000, did not require postgraduate medical students to remain in college-provided dormitories.

In response to these complaints, the NMC has urged all medical schools and institutions to carefully follow the guidelines established in the aforementioned Regulation. The NMC has warned that failing to comply with the standards might result in penal proceedings against the institutions. The sanctions may include monetary fines, seat reductions, or entrance suspensions, as stipulated in Regulations 9.1 and 9.2 of the PGMER, 2023.

The National Medical Commission is India's highest-level regulating organization for medical education and practice. The National Medical Council is in charge of assessing, accrediting, and regulating medical colleges and professionals throughout the country.
