For foreign universities that establish campuses in India or collaborate with higher education institutions (HEIs) there without following appropriate processes, the University Grants Commission (UGC) has issued a notification. The UGC stated that it would not recognise any such agreement or collaboration.
UGC has observed and has been informed that many HEls/colleges have entered into collaborative agreements/arrangements with foreign-based educational institutions/providers not recognised by the Commission and have been facilitating the issuance of degrees to the students enrolled in those institutions/college from such foreign-based educational institutions/educational providers," the commission said, in an official notification.
The notification further stated that the University Grants Commission does not recognise any such collaboration or arrangement, and as a result, the degrees issued after such an arrangement are similarly not recognised by the commission.
According to the regulations, foreign colleges must obtain the UGC's prior approval before opening a campus in India. Without the commission's approval, no foreign higher education institution is permitted to offer any programmes in India. Furthermore, the regulations state that programs offered by higher education institutions under franchise arrangements are not allowed and will not be recognised by the UGC.

The commission highlighted the 'unrecognised degrees' that stem from collaborations between EdTech companies and foreign universities. "It has also come to the notice of UGC that some EdTech companies are giving advertisements in newspapers social media television etc offering degree and diploma programmes in online modes in association with some foreign universities/institutions. Such a franchisee arrangement is not permissible and any such programme/degree shall not have UGC recognition," further added.
The commission stated its mandate to take action against all defaulting EdTech companies and Higher Education Institutions (HEIs) under the relevant laws, rules, and regulations.
