The West Bengal Council of Higher Secondary Education (WBCHSE) has announced a special provision for students affected by the recent floods and landslides across West Bengal. Recognising that many candidates might have lost or misplaced crucial academic documents such as Higher Secondary Registration Certificates, Admit Cards, Mark Sheets, or Pass Certificates due to these natural calamities, the Council has decided to offer duplicate copies free of cost.
This initiative, detailed in a notification dated October 10, 2025, from Vidyasagar Bhavan, Kolkata, aims to provide much-needed relief to students facing distress.
Free Duplicate Documents for Flood Victims:
The decision to waive fees for these duplicate certificates reflects the Council's commitment to supporting students during these challenging times. This humanitarian initiative ensures that no student suffers further due to the loss of essential documents, following the widespread devastation caused by floods and landslides in various parts of the state.
This is a proactive step to ease the burden on affected families and facilitate the educational continuity of these students.
Application Process Through Head of Institutions:
To avail of this free service, affected candidates must submit their application through the respective Head of their Institutions (HOIs). The role of the HOI is crucial in this process, as they are required to endorse the candidate's application.
This endorsement must include a certificate confirming that the candidate has indeed lost or misplaced their papers (Registration Certificate, Admit Card, Mark Sheet, or Pass Certificate) due to the recent flood or landslide in their area. This streamlined process ensures authenticity and accountability while simplifying the procedure for the students.

Humanitarian Gesture, Not Precedence:
The notification explicitly states that this measure is purely a humanitarian act, issued in the interest of flood-affected individuals. It is not to be cited as a precedent for future requests under different circumstances. This clarifies that while the Council is responding with empathy to the current crisis, it maintains its standard policies for issuing duplicate documents under normal conditions.
This decision by WBCHSE Chairman Prof. (Dr.) Chiranjib Bhattacharya reflects a deep understanding of the challenges faced by students in disaster-affected areas. By providing free duplicate documents, the Council not only alleviates financial stress but also provides critical support to help students rebuild their educational future without unnecessary obstacles..
