Gurugram Municipal Corporation Introduces Inspection App, Makes Field Visits Mandatory For Officials

In a bid to improve civic amenities and strengthen accountability, the Gurugram Municipal Corporation (GMC) has decided to make on-ground inspections mandatory for its officials, moving away from office-centric functioning. The initiative is inspired by the Surat Municipal Corporation’s model, which has played a key role in improving sanitation and civic services in Gujarat.

Under the new system, a specially developed inspection app will track whether officials are actually visiting the field. Once implemented, every official will be required to carry out at least one field inspection within 24 hours. Daily inspection targets will be assigned through the app, covering tasks such as sewer cleaning, water supply status and road repair works in their respective areas.

During inspections, officials will have to upload photographs and submit a report from the site through the app, which will serve as proof of their presence and work on the ground. The corporation has also clearly demarcated responsibilities at different levels. The Municipal Commissioner and Additional Commissioner will be empowered to conduct surprise inspections anywhere in the city, while Joint Commissioners will inspect their respective zones, and Executive Engineers will carry out inspections at the ward level.

The following morning, all field inspection reports will be personally reviewed by the Municipal Commissioner. Officials said the initiative aims to curb complaints of contractors operating unchecked due to a lack of supervision and to ensure the timely resolution of civic issues.

The move draws inspiration from Surat’s ‘Night Round App’, through which officials monitor sanitation by conducting night inspections. Live locations and photographs are directly linked to headquarters, and alerts are instantly sent to concerned departments in case of deficiencies. Officials said this strict monitoring system has helped Surat consistently perform well in national cleanliness surveys.

GMC officials said the new inspection app will introduce digital monitoring, enhance accountability and lead to significant improvements in the city’s civic systems.
