Bengaluru News: The Greater Bengaluru Authority has launched a one-time scheme allowing owners of B-Khata properties to convert them into A-Khata through an online process. The initiative aims to regularise lakhs of irregular sites, improve civic regulation, and provide legal ownership to citizens while boosting BBMP’s property tax revenues.
Bengaluru ‘B-Khata’: In a major relief for property owners, the Greater Bengaluru Authority has introduced a one-time settlement scheme to help owners of B-Khata properties convert them into A-Khata. The move aims to regularise lakhs of irregular properties across the city and provide property owners with full legal recognition.

What Are B-Khata Properties?
‘B-Khata’ properties refer to those built without proper approvals, such as revenue sites on agricultural land, non-agricultural plots without clearance under the KTCP Act or multi-storey buildings lacking building plan approvals and occupancy certificates (OC). Owners of such properties face difficulties obtaining building plan permissions, trade licences or bank loans, as financial institutions do not recognise B-Khata ownership.
As per official records, Bengaluru has around 25 lakh property khatas, out of which 7.5 lakh are B-Khata and 17.5 lakh are A-Khata. Another 7–8 lakh properties remain undocumented, without approvals or khata registrations.
Bengaluru ‘B-Khata’: Highlights Of The Conversion Scheme
To streamline property regulation, the Bruhat Bengaluru Mahanagara Palike (BBMP) has launched an online system for B-Khata to A-Khata conversion. The simplified, software-driven process is available for individual site owners only, flats and apartments are not eligible.
Bengaluru B-Khata: How To Apply For Sites Up To 2,000 sqm
- Apply online using OTP login and Aadhaar verification.
- The adjoining road must be a public road or a private one with consent.
- No application fee; applicants must pay 5 per cent of the site’s guidance value online.
- Once verified, approvals are granted by the City Corporation Commissioner, and the A-Khata certificate is automatically generated.
Bengaluru B-Khata: How To Apply For Sites Over 2,000 sqm:
- Applications must be filed through a registered architect or engineer.
- A scrutiny fee of Rs 500 applies.
- Required documents and CAD drawings must be uploaded.
- After inspection and approval, a Single Plot Approval Certificate is issued, converting B-Khata to A-Khata.

Officials say the initiative will not only provide long-awaited legal relief to property owners but also help the civic body regulate unauthorised developments and boost revenue through taxes. The move is being seen as a win-win for both citizens and the administration, paving the way for more transparent and standardised property governance in Bengaluru.
