  1. Delimitation based on 2011 census and revenue villages.
  2. Boundaries to prioritize natural landmarks, avoid unnecessary division.
  3. Panchayat elections to be held after delimitation completion.

Jagran Correspondent, Bettiah | Following the notification from the Bihar Panchayat Raj Department, preparations for the new delimitation of Panchayats in the districts have accelerated. Redrawing of Panchayat boundaries will begin soon. This time, the delimitation will be based on revenue villages and 2011 census data.

During the process, the population of each village, its location, and geographical balance will be taken into account. The delimitation work will be carried out sequentially, starting from the northwestern region of the respective block and proceeding to the southeastern region.

The administration will strive to ensure that no villages are unnecessarily divided. However, villages will be divided only when administratively necessary. Natural and permanent boundaries will be given priority when determining new boundaries.

Public Landmarks To Be Given Importance

Rivers, canals, railway lines, major roads, and other publicly identified landmarks will be considered as the basis for boundary determination. This is expected to reduce future disputes over Panchayat boundaries.

In the past, many Panchayats were divided into two parts, causing difficulties for villagers in administrative work. The new delimitation is expected to resolve this problem.

What Is The Process To Name Panchayat

Under the new system, the Panchayat will generally be named after the village with the highest population. The Panchayat headquarters will also be established in that village under normal circumstances. If the combined population of Scheduled Castes, Scheduled Tribes, and Backwards Classes exceeds 50 per cent in a Panchayat area, the Panchayat headquarters will be located in the village with the highest population of that category.

The administration believes that the new delimitation will make the Panchayats' operations more systematic and will also speed up the implementation of development plans.

What Panchayati Raj Minister Said

Earlier, Panchayati Raj Minister Deepak Prakash, who was on a two-day visit to Shivhar, said Panchayat elections will be held only after the delimitation process in the state is completed. He said that the notification for Panchayat elections will be issued as soon as the delimitation process is completed.

The minister asserted that the state government is continuously working to make the Panchayati Raj system more robust and effective. Infrastructure is being rapidly expanded in rural areas, which will soon see a transformation in the Panchayats, he added.
