The Union Budget 2026, presented on Sunday by Finance Minister Nirmala Sitharaman, may not have unveiled headline-grabbing pre-election giveaways, but it carried a clear strategic focus on poll-bound states. Even in the absence of big-ticket announcements, the Budget outlined a series of targeted proposals for West Bengal, Tamil Nadu, Assam and Kerala, ranging from rare earth development and rail and freight corridors to measures aimed at strengthening agriculture and boosting tourism, signalling a calibrated outreach to regions heading into crucial assembly elections.
Budget 2026 Focus: Key Announcements for Poll-Bound States
West Bengal: The Budget proposes an East Coast Industrial Corridor with a key node in Durgapur and includes the state among five Purvodaya states set to get five new tourism destinations. A dedicated freight corridor linking Surat in Gujarat with Dankuni in Bengal has been announced to boost east–west logistics and freight movement. On the rail front, one of the seven proposed high-speed rail corridors will connect Varanasi with Siliguri in West Bengal.
Tamil Nadu: The state is among four identified for dedicated rare earth corridors to promote mining, processing, research and manufacturing. Two high-speed rail corridors-Hyderabad-Chennai and Chennai-Bengaluru, will pass through Tamil Nadu. The Budget also proposes bird-watching trails along Pulicat Lake, development of the Adichanallur archaeological site in Thoothukudi as a cultural destination, and world-class trekking and hiking facilities at Podhigai Malai in the Western Ghats. Tamil Nadu will also benefit from the Coconut Promotion Scheme aimed at improving productivity and replacing old coconut trees.
Kerala: Kerala has been included in the proposed rare earth corridor initiative alongside Tamil Nadu, Odisha and Andhra Pradesh to strengthen mining and manufacturing ecosystems. As a major coconut-producing state, Kerala will also benefit from the Coconut Promotion Scheme focused on boosting production, productivity and farmer livelihoods.
Assam: Assam has been included in the Buddhist circuit development scheme covering temple and monastery preservation, pilgrimage centres, connectivity and amenities. The National Mental Health Institute at Tezpur will be upgraded to a Regional Apex Institution. The state will also benefit from the Centre’s push to accelerate development and employment in the Northeast, along with support for agro-based sectors such as sandalwood, cocoa, cashew and agar trees.
