The Ministry of Information and Information Technology (MeitY) on Friday issued a formal notice to X (formerly Twitter), the social media platform owned by billionaire Elon Musk, flagging serious lapses in statutory due diligence under the Information Technology Act and related IT Rules. The notice follows concerns over the alleged misuse of the platform’s artificial intelligence tool, Grok.

In the notice, MeitY raised concern that Grok is allegedly being used to generate and circulate obscene, sexually explicit, and derogatory content, with women and children among the primary targets, News18 reported. The ministry termed such misuse a serious violation of dignity, privacy, and digital safety, and warned the platform of strict action if immediate corrective measures are not implemented.

MeitY directed X to urgently review Grok’s technical design and governance framework, remove all unlawful content, initiate action against offending users, and submit an Action Taken Report within 72 hours.

The ministry further warned that repeated non-compliance could lead to the loss of legal protection under the IT Act and trigger strict action under the Bharatiya Nyaya Sanhita, Prevention of Children from Sexual Offences Act, and Indecent Representation of Women Act.

Rajya Sabha MP Priyanka Chaturvedi Flags Grok Misuse

The notice issued to X follows a complaint by Shiv Sena (UBT) Rajya Sabha MP Priyanka Chaturvedi, who wrote to Union Minister for Electronics and Information Technology Ashwini Vaishnaw seeking urgent government intervention over the alleged misuse of Grok.

In a letter, Chaturvedi alleged that some users are misusing the Grok AI feature to manipulate photographs of women. She claimed that fake accounts are uploading images and issuing prompts to the AI tool to digitally alter them to minimise their clothing and sexualise them.

“This is unacceptable and a gross misuse of an AI function. What is worse is that Grok is enabling this behaviour by adhering to such requests," Priyanka Chaturvedi wrote. She said the practice amounted to a breach of women’s right to privacy and unauthorised use of their images, which she described as not only unethical but criminal.

Writing as an active member of the Parliamentary Standing Committee on Information Technology and Communications, Chaturvedi urged the government to intervene and take up the issue, ensuring that robust safeguards are incorporated into AI applications.
