GRAP Stage Revision: With persistent deterioration in Delhi's Air Quality and existing preventive measures failing to curb the worsening of the situation, the government has merged a few preventive measures under GRAP-4 into GRAP-3, which is currently in place.
The GRAP (Graded Response Action Plan) is an emergency response mechanism for NCR that works in accordance with the AQI level in Delhi.
Under GRAP, multiple stakeholders, implementing agencies, and authorities come together to respond to the deteriorating air quality in the city.

Which GRAP-4 Measures Are Being Taken Into GRAP-3
Some, which are currently part of GRAP 4, are being taken into GRAP-3. The measures that are being merged to GRAP-3 are as follows-
- NCR state governments / GNCTD to take a decision on allowing public, municipal and private offices to work at 50 per cent strength and the rest to work from home.
- The Central Government may take an appropriate decision on permitting work from home for employees in the Central Government offices.
GRAP-3 Restrictions In Delhi
When AQI hits 401 to 450, Stage 3 GRAP is implemented. Check restrictions
- BS-VI private petrol cars remain fully allowed under normal conditions, though congestion charges or advisories may apply.
- BS-IV and older commercial diesel vehicles (goods/passenger) may be banned from entering Delhi or restricted to specific time windows.
- High-emitting or older vehicles can be stopped at borders even with valid documents.
- Stricter enforcement is likely in pollution hotspots and fringe areas.
