The Public Works Department (PWD) plans to build a flyover or underpass at the ITO intersection in central Delhi, alongside a complete redesign of the transit corridor and street network, according to officials familiar with the project. PWD issued a tender for the project on Thursday, allocating Rs 2 crore to hire a consultant. The selected firm will have approximately six months to prepare a detailed project report (DPR) on the intersection and develop an integrated transit corridor plan.

“The core objective, as detailed in the tender documents, is to develop a technically, economically, and socially feasible decongestion strategy that incorporates elevated or underground road solutions along with multimodal integration around the influence zone of ITO, which is one of the busiest areas,” a PWD official said, according to HT report.

ITO experiences heavy traffic from Ring Road, Vikas Marg, Bahadur Shah Zafar Marg, and Tilak Marg, leading to severe gridlocks during peak hours.

According to the tender, the consultant must carry out comprehensive feasibility assessments, including geo-technical investigations, utility mapping, road safety audits, and land acquisition planning. The scope also covers detailed traffic volume counts, speed and delay analysis, origin-destination surveys, and 3D walkthroughs for presentations to oversight bodies like the Unified Traffic and Transportation Infrastructure (Planning & Engineering) Centre (UTTIPEC) and the Delhi Urban Art Commission (DUAC).

“The DPR will include detailed design of all components of the project, cost estimates, economic and financial viability analysis, environmental and social feasibility, social and environmental action plans,” the order mentioned, according to HT report.

Notably, the study area will extend beyond the ITO intersection to include up to 500 metres along all nearby approach roads and side streets. 

“The consultant will also have to factor in the integration with other infrastructure plans like metro alignments or potential bus rapid transit and railway connections, considering future public transit demand in the area,” the official said.

The study will cover traffic cycle times, signage, road inventory, footpaths, and plans for traffic diversion, barricading, and utility shifting. It will also assess locations for new electric poles, carriageway development, ramps, benches, and planting beds. Surveys on tree relocation, land acquisition, and drainage upgrades will focus on sustainability and accessibility. The consultant will coordinate with over 20 agencies to secure NOCs and ensure integration of transport and parking. A pre-bid meeting is set for June 18, with bids open until July 2. DPRs and approvals are expected within seven months after consultant selection.
