Ghaziabad Master Plan 2031: The Ghaziabad Master Plan 2031 to regulate the development around rapid rail, metro, and expressway corridors submitted to the a committee of Uttar Pradesh government in November last year is yet to be approved. The delay in approval has left the development work along the major transport corridors including the Delhi-Meerut RRTS suspended, where the GDA has planned to develop a new townhip called Harnandipuram, also known as Naya Ghaziabad.

According to a report by Times of India, the GDA board rejected the unified Master 2031 plan at least four times since September 2022, as it has undergone several revisions. The draft plan aims to promote transit-oriented development (TOD) and mixed-use land development.

The plan received the final approval from the GDA board in November 2023 after multiple rejections for various reasons. However, the Uttar Pradesh government sent the plan back to the GDA in March 2024, seeking clarification on certain clauses, including green zones and ‘record of right.’ The latter refers to 100-meter-wide green belts along expressways and 60-meter-wide zones along state highways.

The unified master plan proposes to develop TOD zones along a 1.5 km-long rapid rail corridor and 500 meters along the Red Line and Blue Line metro corridors. A Special Development Area (SAD) of 909.82 hectares will also be developed around the Duhai rapid rail depot.

The plan will be implemented through a gazette notification as soon as it receives government approval. The development of a new township, Naya Ghaziabad, along the rapid rail corridor is also incorporated into the plan. The town will accommodate around 5,000 residences.

The unified master plan covers an area of 33,543.1 hectares, including Ghaziabad, Modinagar, and Loni. The plan aims to promote sustainable and organized growth in the region, keeping its main focus on TOD and mixed-use development.

"For now, we are waiting for the state govt to approve the master plan. Once that comes through, a gazette notification will be issued before the new plan can be implemented. Pending approval, NCRTC is yet to go ahead with the zonal development plan," a GDA official said, as uoted by the Times of India.
