The Delhi High Court on Wednesday summoned the MCD chief as it heard a plea seeking a high-level probe into Delhi IAS coaching students’ deaths. A bench, led by Acting Chief Justice Manmohan, summoned the Municipal Corporation director to fix responsibility for the mishap.

"If you think you can fight with nature... with buildings... you are mistaken. What is this planning? One day you complain of drought and next day there is a flood?" Justice Manmohan asked.

The court also took a swipe at political parties extending freebies without thinking of upgrading the infrastructure of the city.

"You have to decide on this freebie culture. There is a population of 3.3 crore people, whereas the city was planned for six or seven lakh. How do you plan to accommodate so many without upgrading infrastructure?" the court asked.

The Delhi High Court is hearing a plea filed by an organisation, Kutumb Sanstha, in the Delhi IAS coaching institute mishap case. In the PIL has made the Delhi Government, MCD, and DDA respondents. The petition states that the incident was a result of the corruption and failure of the civil service officers of the national capital.

The petition also sought a committee be formed to investigate ‘illegal’ coaching institutes which do not adhere to the standards. The petition also demanded that a committee should be formed in each district of Delhi to investigate illegal commercial constructions.

It also requested the authorities to submit an action report according to the directions of the High Court's coordinating bench in connection with the fire incident at a coaching centre in Mukherjee Nagar.
