J-K Rajya Sabha Bypolls: The Election Commission of India (ECI) announced by-elections for four Rajya Sabha seats from Jammu and Kashmir on September 24. Today, October 13, 2025, is the last day to file nominations for these seats, with the elections scheduled for October 24, 2025. The National Conference (NC) has announced three candidates: Sajjad Ahmed Kichloo, Chaudhary Mohammad Ramzan, and Shammi Oberoi. The Bharatiya Janata Party (BJP) has also named three candidates: state president Sat Sharma, Rakesh Mahajan, and Dr Ali Mohammad Mir.
The NC is expected to win three seats, while the BJP is likely to secure one. Notably, the ECI has issued three separate notifications for these elections, under which nomination papers must be filed.
According to the ECI, scrutiny of nomination papers will occur on October 14, 2025, with the last date for withdrawal of nominations being October 16, 2025. Voting will take place on October 24, 2025, from 9:00 AM to 4:00 PM, with vote counting starting at 5:00 PM and results announced that evening.
All four Rajya Sabha seats in Jammu and Kashmir have been vacant since February 2021, following the retirement of Ghulam Nabi Azad, Mir Mohammad Fayaz, Shamsher Singh, and Nazir Ahmed Laway. As per the ECI’s notice, these vacancies will be filled through three separate elections, in accordance with legal provisions, as they belong to three different election cycles.
Senior party leaders and supporters will accompany candidates to file their nomination papers on Monday. Despite the NC’s absolute majority for two seats, the BJP’s decision to field three candidates ensures that no candidate will be elected unopposed.
