The Congress party has repackaged its old NYAY scheme as a poll promise ahead of the Lok Sabha election this year. Nyuntam Aay Yojna (NYAY) was announced by the grand old party in its 2019 manifesto, which was aimed at providing minimum income support. The party used the term as its poll slogan and fervidly pushed it through to attract voters. However, the scheme failed to bear output for the Congress against the might of Modi. 

Now, with the Lok Sabha polls anticipated in the next few months, the Congress has started brandishing a refurbished version of its NYAY scheme. Mallikarjun Kharge, while addressing a rally kickstarting the Congress’s campaign for the elections on December 28 in Nagpur, said the party, if elected to power will launch the NYAY scheme, which will provide at least Rs 60,000-70,000 to each family.

Features of NYAY mentioned by the Congress in 2019 manifesto:

- The scheme was aimed at providing monetary benefits to over five crore families, who constitute the poorest 20 per cent of all families 

- Each family was guaranteed a cash transfer of Rs 72,000 per year

- The amount was to be transferred to the account of a woman of the family 

- The rollout of the scheme was supposed to be in phases 

- Congress said it would appoint an independent panel of eminent economists, social scientists, and statisticians to oversee the design, testing, rollout and implementation of the programme. The programme was to be pushed from one stage to the other only after a ‘go-ahead’ from the panel. Congress intends to implement NYAY as a joint scheme of the Central and State Governments.

The grand old party, however, did not comprehensively announce the scheme. The detailed structure of the programme is yet to be finalised.

Congress' 2024 battle:

The grand old party has rolled out its electoral campaign with their 'Hain Taiyyar Hum' (we are ready) rally in Nagpur on Congress's 139th Foundation Day. While addressing the rally, Rahul Gandhi opened an all-guns blazing attack on the BJP on a range of issues, including the party's contribution to India's freedom fight.
