The Bihar government has stepped up security and law-and-order preparations across the state for Muharram 2026. On Monday, Chief Secretary Pratyaya Amrit and Director General of Police Vinay Kumar held a high-level review meeting with district magistrates, senior superintendents of police and superintendents of police from all districts to assess preparedness and issue directives.

While addressing the meeting, the Chief Secretary warned of strict action and said no Muharram procession will be allowed without the mandatory license. Loudspeaker music from DJs, vulgar songs and community slogans are strictly banned across the city. 

He also directed the officials to immediately swing into action with active peace committees to develop coordination among the citizens of the communities, especially in the sensitive zones. He stressed for maintaining adequate arrangements and urged the officials to comply with the noise guidelines properly by ensuring that the rules for loudspeakers are abided by, so that no one will be penalised.

Special Vigil In Sensitive Areas

Director General of Police Vinay Kumar directed district authorities to maintain heightened surveillance and intensive patrolling in communally sensitive locations. Special monitoring has also been ordered along routes that have witnessed disputes or tensions during previous processions.

Authorities have been asked to take swift action against any social media posts, videos or comments that could incite hostility between communities. FIRs will be registered against those found spreading inflammatory or provocative content.

Ban On Controversial Displays And Weapons

The meeting also decided that preventive action would be initiated against individuals suspected of disturbing public peace during the festival.

The government has imposed a complete ban on controversial tableaux, objectionable images and the display of weapons beyond the limits permitted under licence conditions during Muharram processions. Organisers will also be required to furnish security bonds as part of the permission process.

Government Appeals For Peaceful Celebrations

The state government has identified the security of religious places as a top priority and warned that strict legal action will be taken against anyone attempting to disturb the atmosphere or damage religious sites.

Appealing for harmony during the festival, the government urged citizens to celebrate Muharram peacefully, maintain communal brotherhood and refrain from spreading or believing rumours.
