New Labour Policy: The Labour and Employment Ministry has proposed the Shramik Shakti Policy 2025 to provide universal social security to all the workers and ensuring occupational safety and health. In its proposal, the ministry stated that the policy will expand the workforce by creating a fair, inclusive, and future-ready labour ecosystem, adding that it will also focus on empowering women and youth. The ministry will act as an employment facilitator and ensure better coordination between workers, training institutions, and employers. The proposal from the ministry suggests that the policy will be implemented in three phases to ensure the regularity and continuity.

Key proposals of Shramik Shakti Policy

- National Labour Employment Policy Implementation Council will be formed to track progress on timelines that have been set for each of the three phases.
- The ministry stated that creation of a universal social security account is one of the key objectives of the policy.
- The labour ministry has also proposed to integrate benefits under the Employees' Provident Fund Organisation, Employees' State Insurance Corporation, Pradhan Mantri Jan Arogya Yojana, e-Shram and State Welfare Boards.

- Apart from this, the draft has also proposed to integrate the National Apprenticeship Promotion Scheme, Pradhan Mantri Kaushal Vikas Yojana and Skill India into a single skill-employment scheme.
- Another important aspect of the draft is to increase women's participation to 35 per cent by 2030.
- The ministry will focus on single-window digital compliance with self-certification and simplified MSME returns through the new policy.
- The government will also establish a unified national labor data structure to ensure inter-ministerial coherence for transparent monitoring.

- The ministry has sought opinions and feedback on the draft policy before finalising it and sending it to the Cabinet for approval.
- The first phase is expected to be completed by FY 2027, focusing on institutional arrangements and social security integration.
