The Ministry of Road Transport and Highways announced new safety rules for two-wheelers in India. According to the new rule, every new two-wheeler sold in India will be required to have an Anti-lock Braking System (ABS), and the dealer should provide two BIS-certified helmets with each vehicle. The new rule mandates the dealer to provide two helmets, one for the bike rider and another for the pillion rider, while purchasing a two-wheeler. The Ministry made significant changes in the Central Motor Vehicles Rule, 1989, to reduce the death and injury toll in road accidents involving two-wheelers.

The new rule states, “Within three months from the date of commencement of the Central Motor Vehicles (Amendment) Rules, 2025, the manufacturer of a two-wheeler shall supply two protective headgear (helmets) conforming to the specifications prescribed by the Bureau of Indian Standards at the time of purchase of the two-wheeler.” The helmet should meet the quality standards of the Bureau of Indian Standards (BIS).

What Is ABS And Why Is It Important?

ABS or Anti-lock Braking System is a feature in two-wheelers that prevents wheels from locking up when the rider puts up brake suddenly. It helps maintain grip and control by adjusting the brake pressure, especially on wet or rough roads. Without this, there would be chances of bike skidding or flipping over.

Currently, bikes with a capacity of more than 125 cc are designed with ABS, and smaller two-wheelers are designed with Combined Braking System (CBS). With the implementation of the new rule, even smaller vehicles will have ABS by default for the safety of riders. The ABS should comply with Indian Standard IS14664:2010 for enhanced safety during sudden braking.

When Will The NEW Rule Be Implemented?

From January 1, 2026, all new L2 category two-wheelers, including motorcycles and scooters with an engine capacity of more than 50cc or a top speed of more than 50 km/h, will have to be equipped with an anti-lock braking system (ABS).
