The Assam Police have uncovered a shocking case where a state civil services officer hired a mimicry artist to imitate Chief Minister Himanta Biswa Sarma and the top bureaucrats of the state to cheat over a hundred businessmen.
The police on Thursday said that Debeswar Bora, a 1999-batch Assam Civil Services (ACS) officer, cheated a huge number of businessmen in a jobs and contracts racket. He is currently serving as a District Development Commissioner (DDC) of Dhemji.
The accused orchestrated a well-planned racket and amassed crores of rupees by convincing the victims about his well-established connections to the state government leadership.
According to the police, Bora is suspected to have been operating for nearly a decade before he was arrested on September 7.
The police team, which raided his office and residences in Dhemaji and Guwahati, recovered nine mobile phones and 18 SIM cards, along with a cache of incriminating documents.
How Bora trapped businessmen
The trap would start with appointments and go through a gradual process of trust building. In doing so, Bora would call "senior officials," sitting in front of his victims.

The mimic from the other end would imitate accordingly, impersonating CM Sarma or top bureaucrats like chief secretary Ravi Kota and others. The mimicry artist would promise lucrative government contracts and jobs, the police said.
The racket came to light after Ramen Borthakur, a local businessman, filed a complaint on May 30. The complainant alleged that the accused had demanded Rs 10 lakh as earnest money to allot him a government project worth Rs 2.5 crore.
He transferred the money online into an account which he later found to be a private business account based in Arunachal Pradesh.
Later, Bora demanded an extra Rs 40 lakh. Growing suspicious, the businessman offered to pay through a demand draft (DD), but Bora kept insisting on an online transfer.
Borthakur abandoned the government project and demanded a refund from Bora. Upon refusal, he approached the police. What began next was a full-fledged investigation that revealed the details of the Arunachal Pradesh account and led to the arrest of Bora.
