The Uttarakhand government on Thursday unveiled a Rs 1,01,175.33 crore budget for the financial year 2025-26, emphasizing infrastructure development, economic balance and public welfare. Uttarakhand Finance Minister Premchand Aggarwal presented the budget in the State Assembly, outlining key financial allocations and the government's vision under Chief Minister Pushkar Singh Dhami's leadership.

Uttarakhand's Revenue And Capital Estimates

The total estimated receipts for Uttarakhand in the 2025-26 budget stand at Rs 1,01,034.75 crore, comprising Rs 62,540.54 crore in revenue receipts and Rs 38,494.21 crore in capital receipts.

Tax revenue is projected at Rs 39,917.74 crore, while non-tax revenue is expected to contribute Rs 22,622.80 crore. Additionally, loans and other liabilities account for Rs 38,470.00 crore in capital receipts.

The government has no revenue deficit, with a surplus of Rs 2,585.89 crore. The revenue section is allocated Rs 59,954.65 crore, while the capital section will receive Rs 41,220.67 crore.

Infrastructure Development and Investment Plans

A record ₹14,763.13 crore has been earmarked for infrastructure projects, marking a significant push toward urban and rural connectivity. Major projects include:

  • Sharda and Ganga Corridors, being developed by the Uttarakhand Infrastructure and Investment Development Board (UIIDB), aimed at boosting religious tourism and the local economy.

  • Rs 146 crore for rural employment through trout promotion in the Fisheries Department.

  • Rs 168.33 crore for Haridwar and Rishikesh development under the UIIDB scheme.

Finance Minister Aggarwal emphasised that the budget aligns with the state's Uttarakhand Service Sector Policy 2024, which aims to attract investment in key sectors. The government’s focus includes digital infrastructure, basic amenities, human resource development, environmental conservation and inclusive growth.

Support For Startups, Urban Development And Public Welfare

The budget also includes provisions for entrepreneurship and urban development:

  • Rs 20 crore for the Startup Venture Fund to encourage innovation.

  • Rs 10 crore for the Riverfront Development Scheme (Sharda Corridor).

  • Rs 6.5 crore for electric buses under the Smart City Scheme.

  • Rs 1 crore for Home Guards welfare fund.

  • Rs 5 crore for the Silk Federation Revolving Fund.

Additionally, Rs 30 crore has been allocated for the implementation of the Uniform Civil Code, while Rs 125 crore will go towards Spring and River Rejuvenation projects. The Drinking Water and Irrigation Department will receive Rs 490 crore for electricity payments.

Aiming For Sustainable Growth

Presenting the budget, Aggarwal stated, ''The development of digital infrastructure, human resources and environmental conservation are central to our policies." He reiterated the government's commitment to large-scale projects to enhance economic opportunities and public welfare.
