A top official in the Health Department Ajay Kumar Singh, has strongly objected to the accusations made by Dr Rajkumar, the Director of RIMS (Rajendra Institute of Medical Sciences). Dr Rajkumar had claimed that many decisions are on hold and the purchase of machinery and equipment has stopped because files are stuck with the department.

On this matter, the official sent a strongly-worded letter to the Director. In it, he said that RIMS is sending its original files to the department for no reason, without giving any explanation. He also said that baseless news stories about this are being published in newspapers, which the Director should avoid.

In the letter, the top official reminded the Director that RIMS is an independent (autonomous) institution and its own Governing Council has the full power and authority to make any administrative and financial decisions. Despite this, he noted that files are being sent to the department for decisions unnecessarily.

He gave the Director clear instructions as all matters related to RIMS should be handled only according to the decisions of its Governing Council and various committees. If the approval of the Council's Chairman or Vice-Chairman is needed on any issue, the file with a clear proposal should be sent directly to them.

The top official also made it clear that if the Governing Council or a committee decides that permission from the department is needed for a specific case, then only a clear proposal in a letter should be sent to the department, not the entire file. He stressed that under no circumstances should any file be sent to the department.
