Bihar: State Teacher Promotions To Begin In January; Department To Implement Rationalisation And Clear Arrears

In what is good news for teachers in Bihar, they are set to receive promotions and payment of their outstanding salaries. The Education Department has issued the necessary instructions in this regard. The rationalisation of teachers will also be carried out, taking the student-teacher ratio into account.

In a significant development for the state's education sector, the promotion process for teachers across primary, secondary, and higher secondary schools is set to commence in January. The Education Department has issued comprehensive directives to ensure the smooth execution of promotions, staff rationalization, and the clearance of financial arrears.

Promotion Timetable And Service Continuity

The Directorate of Primary Education and the Directorate of Secondary Education have initiated the administrative groundwork for granting promotions.

Timeline: A detailed timetable is currently being prepared to process all matters related to teacher promotions.

Guidelines: Instructions concerning the service continuity of teachers—a crucial factor for promotion eligibility—have already been issued to the districts. The department has directed that all due facilities be provided to the teaching staff during this process.

Rationalisation Of Teachers

To address imbalances in staffing, the department will undertake a rationalization drive based on the student-teacher ratio.

Surplus Staff: Teachers identified as surplus in certain schools will be transferred to institutions facing a shortage of staff.

Priority: District authorities have been instructed to implement this task on a priority basis to ensure that academic activities are not hindered.

Payment Of Arrears And Pay Protection

The Education Department has taken a strict stance on financial dues. In districts where teachers have not yet received their arrears despite being granted pay protection, authorities have been ordered to release payments without delay.

Special Teachers (Vishisht Shikshak): It will be ensured that all Special Teachers benefiting from pay protection receive their arrears calculated from their date of joining.

Skill Development And Training

The department has also mandated training and skill enhancement for non-teaching staff:

Attendants (Parichari): Training for attendants must be conducted at the district level on every working day.

Clerks: As part of the preparatory work, school clerks are required to practice their computer and typing skills. Additionally, they have been tasked with handwriting at least five pages daily to improve efficiency.
